CONSTITUTION
1. PREAMBLE
The Australasian Council on Quantum electronics (ACQE) is a representative body of the quantum electronics community in Australia and New Zealand. The ACQE is concerned with the promotion of the science, technology and applications of lasers, optoelectronics and related physical processes. The ACQE interacts at a local (Australasian) level with a number of professional organisations from which its members are drawn.
The membership of the ACQE shall comprise five members from Australia and three from New Zealand, with a power to co-opt up to three additional members. Within this membership of the ACQE, there should be one member of each of the following scientific and professional organisations:
The membership of the ACQE shall be reviewed at
the time of each ACOLS meeting, that is, approximately every two years.
At least two positions on the ACQE shall be declared vacant and refilled
at each ACOLS meeting. Retiring members will be eligible for
re-election.
The ACQE shall elect one of its members as Convener, for a term expiring on the occasion of the next ACOLS meeting. A Convener shall not be eligible for more than two consecutive terms of office.
3. DUTIES
a) The ACQE shall:
The ACQE shall approve and, if necessary, establish
financial arrangements concerning its operations, such as conference
organisation.
Notes:
i) It is not intended that the ACQE should take on the role of a scientific or professional society, such functions being performed adequately at present by the organisations ( e.g., AOS, AIP, NZIP, ...) to which its members belong.
ii) It is understood that the ACQE is considered as the representative body for the "Australian Laser Conference" portion of ACOLS.
iii) It is intended that the Australian Academy of Science and the Royal Society of New Zealand will also be approached to provide over-arching support and endorsement of the goals and membership of the ACQE.
iv) At the time of preparing this Constitution, the ACQE has no direct source of income, its operations being performed at the expense of its members.
v) The arrangement whereby two ACQE members (one from Australia, one from New Zealand) share a vote on the ICQE is to be regarded as a concession to the geography of Australasia. In practice, ICQE business meetings are occasionally attended on a proxy basis by other members of the ACQE who happen to be present at the scientific conference at which a given ICQE business meeting is held.
